CANBERRA, Australia — The U.S. State Department has approved the potential sale of 40 Black Hawk helicopters to Australia for an estimated $1.95 billion, the latest move toward strengthening military ties between Canberra and Washington.

The Australian government requested the U.S.-designed aircraft in December 2021 after announcing they would be scrapping their fleet of MRH90 Taipan helicopters more than 15 years ahead of schedule because of ongoing performance concerns.

Poland and Czechia have signed an agreement to protect Slovak airspace as Slovakia gives up its old Soviet-mad MiG-29 jets. The protection is meant to last until Slovakia receives new F-16s from the United States, something expected to happen in 2024. The agreement was signed at a Slovak airbase by the defense ministers of Poland, the Czech Republic and Slovakia. Slovakia has a fleet of 11 MiG-29 jets. Slovakia has said it may consider donating them to Ukraine under certain conditions. Since the start of the Russian invasion on Feb. 24, Ukraine has urged Western allies to provide it with warplanes to challenge Russia’s air superiority.

Elections officials are sending applications for permanent permission to vote by mail to each of the state’s 8 million registered voters. No one is obligated to sign up. A 2021 law requires that every voter receive an application providing a choice to be on a permanent vote-by-mail list. The COVID-19 pandemic produced a boom in vote-by-mail, with one-third of all voters choosing that method in 2020. If you move, you must reapply. Elections officials remove voters' names from the rolls when eligibility cards they mail annually are returned to them as undeliverable.

A newly released FBI document helps flesh out the contours of an investigation into classified documents at President Donald Trump’s Florida estate. But plenty of questions remain, especially because half the affidavit, which spelled out the FBI’s rationale for searching the property, was blacked out. A Justice Department official has described the inquiry as in its early stages, suggesting more work is ahead as investigators review the documents they removed and continue interviewing witnesses. At a minimum, the investigation presents a political distraction for Trump as he lays the groundwork for a potential presidential run. And then there’s the obvious legal peril.

The Philippine coast guard says all 85 passengers and crew of an inter-island ferry that caught fire near its port destination south of Manila have been rescued and a search effort has been terminated. The last two passengers unaccounted for on the M/V Asia Philippines, which was carrying 47 passengers and 38 crewmembers, turned out to have taken a different ferry. They were earlier believed to be onboard the inter-island cargo and passenger vessel that was hit by fire on Friday as it approached the port in Batangas province, coast guard officials said. The ferry, which came from Oriental Mindoro province, was about a mile away from the Batangas port when smoke emerged from the second deck followed by flames, forcing many passengers to jump into the water.

Iraq’s caretaker prime minister has warned that the political crisis in the country is threatening security achievements made in past years. Mustafa Al-Kadhimi’s warning on Saturday is a clear indication of the dangers of one of Iraq’s worst political crises in years. It's the result of disagreements between followers of influential Shiite cleric Muqtada al-Sadr and rival Iran-backed groups since last year’s parliamentary elections. Al-Sadr won the largest share of seats in the October elections but failed to form a majority government. His bloc later resigned from parliament and his supporters last month stormed the parliament building in Baghdad. Al-Sadr has demanded that parliament be dissolved and early elections held.

A deadline has passed with no resolution over whether Texas will settle a dispute over claims it discriminated against minority residents in how it distributed flood relief money from Hurricane Harvey. The federal government says the Texas General Land Office violated civil rights law when it provided less funding to minority residents for flood mitigation projects. The land office maintains its actions were not discriminatory. Friday’s deadline came on the five-year anniversary of when Harvey’s torrential rainfall inundated the Houston area for days. Houston resident Mal Moses, whose home was damaged during Harvey, hopes the federal government forces the state to distribute the funding fairly.

A few states have been amending or repealing “pay-to-stay” laws that require former prisoners to reimburse states for the cost of their jail stays, sometimes at daily rates exceeding what they would have paid to stay in a luxury hotel. Connecticut became the latest state to tweak its law this summer. Even with the changes, some former prisoners remain deep in debt. A Connecticut woman who was billed nearly $84,000 for her 2 1/2 year prison stay has filed a federal lawsuit saying that even after reforms, the state's law is unconstitutional.

African heads of state, representatives of international organizations and private business leaders are in Tunisia for the eighth iteration of the Tokyo International Conference on African Development. The Japanese government created the triennial event in 1993 to promote growth and security in Africa. Economic fallout from the COVID-19 pandemic, a food security crisis worsened by Russia’s war in Ukraine, and climate change are some of the topics expected to define the two-day conference starting Saturday. While 30 African heads of state and government planned to attend the event, Japanese Prime Minister Fumio Kishida is attending remotely. He tested positive for COVID-19 ahead of the summit.

Ukrainian authorities say Russian forces fired missiles and artillery on two cities across the river from Europe’s largest nuclear power plant. Concerns persist about safety at the Russian-controlled Zaporizhzhia nuclear power plant after it was temporarily knocked offline on Thursday. The governor of the Dnipropetrovsk region said Saturday that Grad missiles and artillery shells hit the cities of Nikopol and Marhanets, each located about 10 kilometers from the nuclear plant.  Russia and Ukraine have repeatedly accused the other of shelling the plant complex, raising fears that the fighting could trigger a catastrophe. Authorities began distributing iodine tablets Friday to residents who live near the plant in case of a radiation leak.

Serbia's president says the country won’t allow a pan-European LGBTQ Pride event to take place in its capital next month. Serbian President Aleksandar Vucic announced the decision to cancel the Sept. 12-18 EuroPride celebration, citing threats from right-wing extremists and fears of clashes. Members of the European Pride Organizers Association chose Serbia’s capital three years ago to host the annual event. Vucic said Saturday that a crisis with neighboring Kosovo and economic problems were among the reasons why the Balkan nation’s authorities didn't think they could handle EuroPride, which features a Pride parade. He said, “This is a violation of minority rights, but at this moment the state is pressured by numerous problems.”

A Libyan official says clashes have broken out between rival militias in Libya’s capital, killing at least one civilian and wounding five others. An emergency services spokesman said Saturday a comedian known for his social media videos died after he was shot in the chest. The spokesman says at least five other civilians were wounded in the clashes that centered in the capital city of Tripoli. Footage circulated online showed houses and vehicles apparently damaged from the fighting. The violence is the latest escalation to threaten the relative peace after nearly a decade of civil war in Libya, where two rival sets of authorities are locked in a political stalemate.

The crisis has forced the government to declare a state of emergency. Monsoon season in Pakistan usually runs from July to mid September.

Diplomats from around the world have failed to reach agreement on a United Nations treaty designed to protect marine life on the high seas. A fifth round of talks ended in impasse early Saturday when negotiations at United Nations headquarters in New York were suspended after two weeks. Environmentalists had hoped the talks would close a gap in international marine protection measures by setting rules for protecting biodiversity in two-thirds of the world’s ocean areas that are outside of national jurisdictions. The negotiations centered on how to share benefits from marine life, establish protected areas, prevent harm from human activity, and help poor countries gain ocean exploration skills.

Authorities have transferred hundreds of asylum-seekers away from a makeshift camp outside an overcrowded migrant reception center in the northeastern Netherlands. The move came after a damning report called the area where about 700 people were sleeping rough this week a health hazard.
